Communications Center Our radio room and 911 center is staffed by full time personnel 24 hours a day. They are certified in “EMD” (emergency medical dispatching) in order to provide emergency medical direction to victims while the emergency personnel are en-route. This division is headed by Harold Williams. The cellular 911 software is now active and provides GPS locations for 911 cellular calls and GIS allows pinpoint locations for landline phone calls as well.
